上越市の環境への取り組み

新潟県南西部に位置する上越市が、最も環境保全を意識した自治体のひとつであることを、みなさんはご存じでしたか。市として初めてISO14001認証を取得した地球環境都市なのです。

人口約134,000人、249ｋ?の面積を有する上越市は、博多、室蘭、そして韓国などへの航路を持つ港、上信越道、北陸道など交通立地条件が非常によいところです。そのなかで今回訪問したのは、上越市環境情報センター。大きな駐車場スペ－ス、屋上に設置されている大きな太陽光発電設備が目印です。大きなスペースには訳がありました。ここは以前、民間のショッピングセンターであったそうです。市の地球環境課の寺田課長は「閉店したショッピングセンターを取り壊すとまた廃棄物が出ます。ですから施設をそのまま利用し、市民の方々が自由に利用できる環境情報の受発信センターにしました。」といいます。このアイデアには脱帽です。

私たちが訪問するということで、駐車場には市の公用車から一般市民の方々まで、たくさんの低公害車が集まってくれました。そのなかのおひとり、81歳のおじいさんは「プリウスに乗っています。燃費がよくていいですよ。それに上越市では、独自に低公害車購入に助成金を出してくれます。」と。たとえば上越市でエスティマハイブリッドを購入すると、なんとふつうのエスティマとほぼ同額で購入できるのです。この制度を利用したかたは、すでに64名もおられるそうです。

そしてセンター内で上越市の環境保全への取り組みなどをうかがうと、さらにすごい都市であることがわかりました。海岸に風力発電、各施設に太陽光発電施設ばかりか、屋久町で見た廃食用油再生燃料化プラント（天ぷら油の再利用でディーゼル車が走る）、地中熱利用融雪施設（地下に埋めたパイプの中の液体を地中熱で温めて循環し、その熱を利用して道路の雪を融かす）、し尿と生ごみを混ぜてメタンガスを発生させ、ガスエンジンで発電させる施設など、あらゆる新エネルギーを導入しています。ここまでの施設を一堂に見られるのは上越市をおいてほかにないと思います。環境部門を担当される横田副市長は「市としてはじめてISO14001認証を取得し、今まで多くの他自治体の視察を受けました。これからも市民の方々とともに地球環境都市をめざし、頑張っていきたいと思います。」とおっしゃられていました。

今では上越市をモデルとして、ISO14001認証取得へ向け、取り組んでいる自治体も多いようです。アイデアをそのままにせず実行する。いうのは簡単なことですが、実行している上越市政、そして上越市民のみなさんは、本当にすばらしいと思いますし、これからも日本を代表する地球環境都市として頑張っていただきたいと思います。

それにしてもおもしろかったのは、上越市横田副市長、地球環境課・寺田課長とエコミッションの横田隊長、寺田という名前の偶然。思わず同姓同盟でも作ろうかと思いました。

Joetsu-city --- Measure for environment

Did you know that it was one of the self-governing bodies in which Joetsu-city located in the Niigata southwest part was most conscious of environmental preservation? It is the earth environment city which acquired ISO 14001 attestation for the first time as a city in Japan.

Joetsu-city is a population of about 134,000. This city has a harbor with the route to Hakata, Muroran, and South Korea. This city is places with very sufficient traffic conditions of location, such as Joshinetsu-highway and Hokuriku-highway. It is the Joetsu environment information center which we visited this time. The mark of this center is the big photovoltaics equipment currently installed in a big parking lot space and the roof. This was a private shopping center before. Mr. Terada, Section Chief of the earth environment division of this city says. "If the closed shopping center is pulled down, waste will come out again. Therefore, it was made the reception-and-transmission center of the environment information which uses an institution as it is and civic can use freely. "

Many eco-friendly cars gathered in the parking lot of this center. A 81-year-old grandfather says. "Prius is taken. Mpg may be good. A subsidy is uniquely paid for it by Joetsu-city to eco-friendly car purchase. " The Joetsu residents can purchase an Estima Hybrid equivalently in amount mostly with an ordinary Estima Hybrid. The person using this system already amounts to 64 persons.

It turns out that Joetsu-city is a still uncannier city. This city has introduced all alternative energy for wind power, the photovoltaics institution, the waste oil reproduction fuel-ized plant (a diesel car runs by reuse of tempura oil), the subterranean heat use institution (it warms and circulates through the liquid in the pipe buried underground with subterranean heat, and the snow of a road is melted using the heat), the institution that a kitchen garbage is mixed with human waste and generates methane. Mr. Yokota, vice-mayor of this city who is taking charge of an environmental section says. "Joetsu-city acquired ISO 14001 attestation for the first time as a city in Japan. Many self-governing bodies came for inspection. Aiming at an earth environment city, it does its best from now on with civic. "

Now, there are also many self-governing bodies which are tackling ISO 14001 attestation acquisition by making Joetsu-city into a model. The Joetsu government and the citizen who are performing various ideas about environment, are really wonderful. As an earth environment city representing Japan, we expect that Joetsu-city continues to develop.
